Moves package publishing from code.moof.space to code.wompom.com, and bumps to 0.15.0 so the new registry starts with a new version.

  • pyproject.toml: the uv index is now code.wompom.com (https://code.wompom.com/api/packages/Transmodel/pypi).
  • Workflow: publishes to that index. checkout and setup-uv are named by full URL (the code.moof.space mirrors), so the workflow doesn't depend on code.wompom.com's default actions source.

Before merging: add the PACKAGE_TOKEN secret (a code.wompom.com token with package write) and register a runner with the docker label. The publish step still uses the username moof; change it if your code.wompom.com account is named differently.

Tests: 60 passed locally.

The package now goes to the Transmodel organisation's registry on
code.wompom.com. Actions are named by full URL so they don't depend on
