The publish run for 23f4b1d1 (searchable local-element navigation) failed because pyproject.toml was still at 0.6.0, and 0.6.0 had already been published on Sep 28. So the package index rejected the upload and that feature never reached netex.moof.space.

Bump the version to 0.7.0 (with uv.lock)
Add pytest as a dev dependency and run the tests before building and publishing

All 39 tests pass locally. Once this is merged and published, NetEx-docs needs a re-run to pick up 0.7.0.
